“Elliniki Nomarchia” ... is a purely hellenocentric work, full of memories of antiquity and of the life of the Greeks in the years of Ottoman rule. In its structure, the document is developed in a form of a letter, consisting of 256 densely printed pages. The author makes an overview of the neohellenic problem of that time, and his views comprise the theoretical background and the main principles of the War of Independence.

But who is the author of this pamphlet? This is a key question among the researchers since the second half of the 19th century, which still remains open in literary science and research.
